How do I print it at the right size?
Print the PDF or JPG sheet at 100% / 'actual size' - don't choose 'fit to page'. The 4×6 in sheet works at any photo shop.
What size is an Indian passport photo?
35 × 45 mm (3.5 × 4.5 cm) with a white or light background. Pick 'India passport / visa'.
Can it change my background to white?
Not yet - take the photo against a plain light wall for the best result.
